A Filingpoint Legal Entity Identifier, or LEI, is a globally recognized unique 20-character identifier for legal entities participating in regulated financial transactions. LEIs can be used to ensure consistent identification of a business entity across global markets, enabling more efficient and effective supervision, regulation, and reporting.

The OFR welcomed the G-20 call for a global LEI system and, based on its mandates related to reference data and standardization, helped lead work streams within the FSB to develop the system. The OFR also worked with regulators and industry to embed the concept of the LEI into rulemaking for financial reporting requirements.

LEI issuing organizations (LOUs) are responsible for obtaining, verifying and maintaining the reference data that is used to assign LEIs. The reference data includes basic information about a legal entity, known as Level 1 data. This includes the official name and registered address of a legal entity, as well as its country of registration. It also contains the names and contact details of key decision makers and people within the legal entity. It also reveals relationships between legal entities, or Level 2 data, answering the question of who owns whom.

The LOUs are also responsible for publishing the reference data in the Global LEI Index, which is freely available. This includes a web-based search tool that allows interested parties to access and analyze the full pool of LEI reference data. The Global LEI Foundation, or GLEIF, oversees the operational integrity of the system and monitors the quality of the reference data. However, the assignment of an LEI to a Legal Entity by an LOU does not imply any endorsement or recommendation by GLEIF as to the financial/legal soundness or standing of that Legal Entity.
